Taught as a second language, Chinese has a lot of issues that are inherent to its research. Among those issues, questions related to the reform and innovation of its writing teaching model represent its weaknesses and difficulties, and they will still be the focus of future research.This paper investigates the teaching situation of first grade senior students in Xilingol High School, in order to find specific problems, propose countermeasures and put forward a teaching model by combining instructional design theories. It uses questionnaire surveys, interview and classroom observation methods to investigate the pupils’current learning situation and the teachers’current writing teaching methods. Meanwhile, by using the Error Analysis Method, this paper also analyzes essays written by students so as to find the predicaments they face and their causes. According to the study that was carried out, issues are as follows: firstly, there are problems related to the mentality and interest in learning Chinese; secondly, reading conditions are unsatisfactory; and thirdly, basic reading materials are not sufficiently processed. The reasons behind those problems are as follows: firstly, there are issues related to the particularity of the bilingual teaching system (Mongolian, Chinese and Foreign language); secondly, teaching methods are limited; thirdly, pupils’learning attitude and understanding is not optimal; fourthly, the mother tongue teaching is deficient, the training of pupils’sense of language is not enough; fifthly, the basic Chinese teaching is weak; sixthly, the evaluation system is deficient; and seventhly, there is a wide gap between Mongolian and Chinese. Based on the research results, this paper makes a couple of suggestions as to how the teaching strategies, methods and evaluation systems should be set up. The strategies that have been proposed include the combination of teaching and out-of-class activities, and the combination of independent and group studies. The teaching methods are linguistic teaching and practical teaching, including imitative and creative exercises; they also involve appreciative and cultivating teaching methods. Finally, this paper takes " writing design " as an example to establish teaching objectives and processes, and proposes a teaching design that can be used as a reference.
