In ordinary high school, the teaching and research organization is a professional organization which undertake subjects’ teaching tasks, and in which the teachers could communicate and cooperate with each other. The operation effect of teaching and research organization directly influences the teaching quality. However,owing to the impact of various factors,the current ordinary high school teaching and research organization didn’t work availably. With the new curriculum reform,ordinary high school teachers are facing great challenges,so it has brought more and more attention.The study,based on the present situation analysis of the construction of teaching and research organization in ordinary high school,aims at exploring effective strategies to optimize the construction of it with Theory Z. The researcher starts with the literature review to grasp the current research on teaching and research organization and define the organization and the teaching and research organization. Then the author analyzes our ordinary high school’s teaching and research organization and activities,and clarifies Theory Z. After that, the article uses questionnaire and interview to comprehend the current status and problems of the construction of teaching and research organization in ordinary high school. Besides, the author investigates the reasons for this present situation. Finally,the study combines the construction of teaching and research organization in ordinary high school and William Ouchi’s Theory Z to explore effective strategies. So that the functions of ordinary high school teaching and research organization can be fully exerted. It also can promote the professional development of high school teacher and the sustainable development of ordinary high school.
