On Educational Fairness In The Process Of Socialist Modernization In China

It's an important part of healthy development of education to advance educational fairness in our country. At the primary stage of socialism, educational unfairness not only exists, but also is quite serious in some aspects. With the development of socialist modernization, more and more people care for educational fairness. Now we focus our attention on how it arises, how to regard it and how to advance it effectively. In the undeveloped condition of productive forces, educational unfairness exists in the educational realm because of the deficiency of educational resources. We generally consider equal opportunity of starting school, educational condition fairness and educational result fairness as the standards to evaluate educational fairness. The government has promulgated some regulations and laws to protect the equal right of education, but they were not carried out effectively for a long time before the reform in 1978. The root cause of educational unfairness lies in social unfairness, so we can accomplish educational fairness not by educational reform but by social reform. Educational fairness can't be accomplished in capitalist system because of class exploitation. Socialist modernization in China provides favorable condition for educational fairness, and socialist democracy, legal system and economic construction accelerate the process of educational fairness. With more than 50 years?efforts, remarkable achievements are made in some realms, such as nine- year compulsory education, senior school stage and higher education, adult and anti-illiteracy education, women's and rural education. However, during the process of socialist modernization, educational unfairness still exists in starting-school opportunity, educational condition and educational result. It's mainly because our country is at the socialist primary stage with undeveloped productive forces. Many factors function such as dual structure, deficiency of educational expenditure, traditional culture and family background. We should adopt measures to advance educational fairness. It's necessary that we realIze the important role which education plays in socialist modernization, economic fairness be incarnated to advance educational fairness, educational investment be increased and distribution system of educational investment be consummated constantly, adult education be promoted vigorously and lifelong education be established and consummated. Only with active efforts can we advance the process of educational fairness rapidly.
