The Government develops and manages private higher education mainly through stipulation and implementation of private higher education, so the attitude of the government is critical to the existence and development of private higher education. Further exploration of private higher education policy issues helps to identify government obligations to the development of private higher education, reveal its specific needs and summarize the gains and losses in formulating private higher education policies. Such exploration will contribute to the rationalization of private higher education policy formulation and to the enrichment of private higher education theories and education policies.The dissertation consists of 3 chapters. The first chapter is an introduction, including the presentation of issues, identification of related concepts, meanings and current situation of private higher education research, and the basic approaches and methods. The second chapter is the core of the dissertation. Some of the private higher education policies and their current situation are discussed in this chapter. This chapter is composed of four themes: the developmentpolicies, the management policies, the budgeting policies and the proprietary policies of private higher education. The third chapter is the conclusion about the adjustment of private higher education policies. Upon thorough exploration of the economic and educational background of private higher education development, the dissertation proposes the guidelines and principles of private higher education policy adjustment, and six types of mechanisms, including market entry and exit mechanism, fair competition mechanism, benefit return (driving) mechanism, macro-management and self-supported educating mechanism, government support mechanism and proprietary mechanism of private higher schools.
