The article investigates the relative relations and several main points in the major development of framework teachers by using a modern educational theory in a high attitude in 21 Century. What badly needs to be solved is to investigate the development process of the major of framework teachers and to be clear from which aspect to investigate. Despite of the developing angle, we find it is different in different stages that we take the major framework as the horizontal section, but it is extremely necessary to illustrate the growth of the framework teachers and to put forward it as an analyzed framework.The investigation shows the teachers' major development is a process that should be continuously enriched and perfected in the inner major construction during the course of development.In order to expose the periodic characteristic in the developing process of the major development, in general, first of all, we introduce the background of the development of the teachers' major and investigate the present conditions both at home and abroad; second, we analyze the mutual function as well as inner factors and we are clear about the basic contents of the development of teacher's major.According to the classification of the construction of the mathematics teachers, the thorough understanding in the qualification conditions and major constructions of the framework teachers, both are the basis of investigation. After that, we investigate the periodic characteristics of the developing process; the most important is to show the developing theme in this period.The specific question which are met and the solutions to them will have a great effect on the development in the following period and the final development level, and it emphasizes that when we staff teachers are the examples of the grown-ups, it is also significant to have a scientific rethinking to the major development of teachers and to improve the teachers' qualification now.
