Now in China, higher education is gradually changing from elite education to mass education with the establishment of socialist market economy and the deepening of educational system reform. As an important part of higher education, higher vocational education is just at the starting stage compared with developed country and area. It still has a lot of faultiness, such as equivocal features, deficient investment, low social and economic benefits and so on. Particularly the effects of pragmatism concept increasingly make its utilitarianism concept of value evident, so it is very necessary to explore the ways of its future development.The paper is divided into five parts. In the first part, description and statistical analysis methods are used to expound the important status and role of developing higher vocational education. At the same time, the status quo and developmental history of higher vocational education of Liaoning are briefly introduced. The second part shows clearly the constraint factors of higher vocational education of Liaoning from its orientation, exterior social environment and itself, etc. The third part introduces some advanced experiences of developing higher vocational education home and abroad, and finds out the differences and deficiencies by adopting comparative analysis method, combining with the reality of higher vocational education of Liaoning. The fourth part puts forward the countermeasures of developing higher vocational education of Liaoning on the above-mentioned constraint factors, combining with the advanced experiences of higher vocational education home abroad. The fifth part discusses the new ways of future development of higher vocational education of Liaoning in the light of the developing trend of the society and higher education.The paper tries to reflect objectively the status quo and existing problems, and puts forward corresponding countermeasures and new modes of its future development by using description, comparative analysis and statistical analysis methods. Hopefully it could bring some promotion to the development of higher vocational education of Liaoning.
