Establishing distinctive administrative feature is an important part of school educational work in vocational institutions of higher learning. More importantly, it is also one of the significant ways in which vocational institutions overstep the common institutions' model of running schools and form the quality of their own.IntroductionIt dwells on the developing conditions and existing problems of vocational institutions of higher learning in our country, and it emphasizes two important concepts: distinctive administrative feature and effect. It also establishes the researching method of comparison with the common institutions of higher education.Part I: Distinctive administrative feature in the executive: local governments overall plan, counterpart departments run school.Market economy system determines that vocational institutions of higher learning must step into the market and bring about the subject pluralism of running schools; high cost investment in education will influence the pattern of running school so that support from counterpart departments is needed. Under such a market conditions, running schools of departments requires an administrative system which local governments overall plan and economy, science and education link.Part 11: Distinctive administrative feature in specialties: to adapt vocational requirement, and set up specialties quickly.Setting up specialties should base on the vocation groups, adhere to four principles, and adjust the specialties properly according to the change of three big markets and industrial structure.Part III: Distinctive administrative feature in person qualified to be teachers: to train "dual-function" teachers, and employ varied-type teachers with full-time, concurrent job and masses as well.Vocational institutions of higher learning need to train "dual-function" teachers with great exertion, and lay stress on the employment and administration of the other teachers. By this means, the teacher structure is to be superior, and a procession of teachers with distinctive feature is to be founded.Part IV: Distinctive administrative feature in students: to attach importance to teaching-by-practice, and put double-certificate system into practice.Comparing with common institutions, vocational institutions of higher learning have more teaching-by-practice with the aim to enhance students' comprehensive vocational ability, especially the ability in practice. Moreover, vocational institutions of higher learning need to perfect the administration of the vocational qualified certificate system and put double-certificate system into practicePart V: Distinctive administrative feature in industry: to initiate intellectual industry, and serve for local economy.School-run industry in vocational institutions of higher learning must go the way of integration of industry, teaching and research, emphasizing on service for local economy. Thus it becomes the foundation stone, hatched machine and radiation origin of intellectual industry.
