WL University is a state-owned & private-run university, just like most other colleges and universities in China, but the school is operated with a different management pattern called "state ownership and private management" in which a president is charge of the management of the school and responsible for the Director of Board. Although the school is growing well on the whole, it has also been troubled by the problem of excessive faculty turnover. In view of the fact that faculty is an essential factor for a school's reputation and future growth, this paper chooses the centers around the problem of faulty turnover as its research subject.This paper approaches the subject of faculty turnover in the perspective of human resources. After reviewing literature in this field, this paper designs a survey to examine faculty's satisfaction in terms of both life and work. Based upon the research results from the survey, this paper also launches some follow-up interview with some of the staff to fundamental causes for the excessive faculty turnover. Then this paper suggests a package solution for this problem. That is, to build a stable and solid teaching team free from excessive turnover rate, the university should firstly establish an effective recruitment policy and improve its current performance evaluation system. Secondly, the university should establish an effective compensation system and an effective training and development system to make its staff to make best of their initiative. Thirdly, the university should develop a human resources information management system. Finally, the university should enrich the campus atmosphere construction so that the staff work and grow in a desirable atmosphere.Although the causes and countermeasures advanced in this paper have some organization-specific characteristics, these countermeasures will definitely serve as reference for other state-owned & private-run university in improving their research and teaching performance and management system.
