The development and progress of the education goes hand in hand with the quality of the teachers. Many countries, such as the U.S., Britain, have advocated to improving the standard for teaching profession by reforming the teacher-training system since 1960. The campaign of professionalism in teaching has become an important trend in worldwide education reforms as well as an effective way to upgrade the quality of the teachers in many nations since 1980. As an important and internal part of teacher in-service education, the school-based education aiming at teachers in primary and secondary schools enjoys distinctive status in the development of professionalism what pays attention to improvement for the whole staff and for the individual.Researches abroad on management of school-based education and teacher in-service specialize on the analyses of the cases, lying particular emphasis on the teacher initial training. Researches in china showed concern for introducing and analyzing the researches abroad. Actually, the tutor system in schools of china can be viewed as the typical pattern of the school-based education, which consists of collective preparation for lessons, seminar and mutual comparison and appraisal within the teaching staff. However, the prolonged practice in teacher education is intuitive, fragmentary and experience-like. It thus cannot integrate with the advanced educational theory. In recent years, the government of china gave energetic support to further education for teachers in primary and secondary schools and many schools enthusiastically carry out experiments accordingly. The thesis manages to do researches on these experiments through cases collected from inquiry and interview. In order to improve the standard of professionalism in teaching and accelerate the development of the school education, the thesis probe effective systems for operating the school-based education and puts forward several suggestions and thoughts concerning its operation.The thesis is composed of four parts.The first part is the introduction, which investigates the significance of the teacher in-service education for the development of professionalism in teaching from the trends of the teacher education reforms in the world. It also points out the school-based education's influence on one of its important methods, teacher in-service education. Besides, it expounds the definition of school-based education in a brief.The second part discusses the problems on school-based education theory. It examines the theoretical base of school-based education from the idea of "practicality of knowledge" and uses the theory of life-long learning and professionalism in teaching as its main theoretical basis.The third part analyses the present situation of school-based education. Then it introduces successful cases and analyses the influential elements and problems.The fourth part is the thoughts and suggestions. It brings into focus the measures in the process of the reform of school-based teacher in-service education.
