Human society has entered an age in which producing, processing, utilizing information and knowledge and disposing resources have become the major means of production, i.e., the age of knowledge economy. The features of the age are as follows: firstly, knowledge is in the center of politics and economy, playing a dominant role; secondly, knowledge, which has become an industry, determines and restrains the developing direction and level of economy, culture, science and technology, and industrial structure. The key to the increase of comprehensive national strength and competition lies in qualified personnel, and the innovation, distribution and use of knowledge in the age of knowledge economy also depends on human resources with innovative technologies and abilities. As for the education of graduate, therefore, the task of the age is to train qualified personnel of higher level who can adapt to the development of knowledge economy and possess the abilities of innovation. In such an age, the basic, strategic and decisive role of qualified personnel in the development of economic society has become much more outstanding. Personnel resources have already become the most active and important one in the essential factors of production. The quantity and the quality of personnel have become the key factors in economic increase and social development.In the higher education, the three basic functions of graduate education are training personnel, doing scientific research and serving the society. Among the three, training personnel is the most traditional and fundamental function. Graduate education is the highest level in the higher education, while innovation education is one of the bases for China's sustainable development, which is closely related to the former. Therefore, it is an important task and great challenge for graduate education to train personnel with high quality, high level, innovative spirit and abilities. The second function, doing scientific research, is to create, integrate and produce knowledge, for graduate education is not only the source of highly-qualified "labors" but also the main place to produce knowledge. Scientific research is the main source to produce knowledge, and it is conducted in such social institutions as colleges and universities to create, process, transmit and implement knowledge effectively. The function of integrating all these segments is also the new higher requirement of knowledge economy for the functions of higher education. The third basic function is to serve the society. Institutions of higher learning meet the social needs through theprevious two functions. They also directly serve the society. The core of their service is to integrating, transmitting and implementing knowledge and the principal part is innovation of knowledge. Therefore, the functions of personnel training and scientific research of higher education should be strengthened and promoted to be the principal part in the innovation of knowledge so as to enhance its interaction with the society and to intensify the process of converting knowledge into productive force.The title of the thesis is "Study on the Environment of Training Graduates' Technological Innovative Abilities." The thesis is composed of four chapters. Chapter One introduces and expounds the relationship among knowledge economy, technological innovation and graduate education. The age of knowledge economy needs technological innovation, and the technological innovation calls for innovative education. Graduate education is the important power to promote scientific development and technological innovation and the important source to create social wealth. At the same time, the innovation of graduate education promotes the innovation of technology and the development of knowledge economy. Chapter Two and Chapter Three introduce and expound the hard environment and the soft environment of training graduates' technological innovative abilities.
