With the growing of exchange of international capital and human resource, the development of education appears internationalized and globalized gradually. Since the 1990s, more and more children from foreign countries, from Hong Kong, Taiwan and Macao study in the mainland schools. The reasons are complicated, including parents' business, family transfer and their appreciation towards China and Chinese education. Shanghai is one of the most developed areas in China, so thousands of foreign people do their business or are settled in Shanghai. Then their children choose to study in Shanghai naturally.Most abroad education research focus on higher education and college students now. Though mass media pays attention to these little foreign students more and more these years, we still cannot found any whole educational research about foreign children in China.Only in China do people set up International Division for foreign students in council schools. It is developed rapidly in Shanghai. The thesis chooses council school International Division of Shanghai as the research object in an effort to give some meaningful advices for abroad education theory and council school' s International Division.This thesis samples from four council schools' International Division in Shanghai. The researcher communicated with the supervisors, teachers and students. It took nine months to collect material, and to investigate in the schools and completed the paper from Sep 2003 to April 2004. The most important research methods are interview and survey.The paper describes and analyzes the education environment of council schools' International Division in Shanghai, expounds several important factors, does basic judgment, and gives opened suggestions bases on reality and theories.The thesis has six parts: introduction, International Division' s system and management, International Division' s curriculum and teaching, communication and life in International Division, conclusion and six appendices. Shanghai council schools' International Division is in the course of development. Maybe it will experience a long time to discover and conflict for there have a few problems and shortcomings. At the same time, they do valuable contribution to the international education market.The research gives these available suggestions to optimize the InternationalDivision education environment as the followings: increase the number of teachers; reform management of the traditional council school system; emphasize the function of government and researchers; develop effective communication and co-operation among schools; build a harmonious third culture in International Division.
