Today we have already entered 21st century in which science and technology develop very quickly, the tide of intellectual economy is coming towards us and the human society is faced with a profound change. Time gives colleges and universities new missions and rich connotations and raises unprecedented challenge and requirement of transformation. Modem colleges and universities must have modern administration. The core and the most difficult aspect of colleges' and universities' management is to administer personnel, not only to fully motivate the initiatives of personnel in different fields and fulfill tasks remarkably, but also to promote at most the growth and the development of personnel, which is decided by the nature of personnel production and knowledge production.The management troops of colleges and universities are authorities and administrators. They are typically highly educated and theorized. How to motivate their initiatives and promote their development are a very significant subject, which is of great importance in promoting all the colleges and universities smoothly preparing for and facing with challenges brought by intellectual economy so that it is adaptable to the requirement of the development of social economy. This thesis adopts an administrative notion newly proposed in personnel management resources -ability-oriented management notion, to analyze management troops of colleges and universities.Colleges and universities have a multi-stratum management system. If based on functions of management troops of colleges and universities, the system can be divided into two strata, administrative organization and teaching organization. Administrative organization consists of two levels: one is committee of administrative affairs and president led by the Chinese Communist Party and vice-presidents responsible for teaching, scientific research, rear services and works of thinking and politics respectively; the other is divisions of teaching, scientific research, rear services, etc. at administrative level. Teaching organization consists of three levels: departments or colleges (institutes), teaching and research groups (research room) and teachers and their corresponding organizations of the Party, the League and the Trade Union. If based on management policy, the management troops of colleges and universities can be approximately divided into three levels including administrative personnel at the highest level, at intermediate level and at low level respectively, or can be called policy-making stratum, policy-making implemented stratum, executivestratum and operating stratum. Such a multi-stratum management system undertakes tasks and functions of executive administration, academic administration and ideology administration. They three center on academic administration, guaranteed by executive administration, while ideology administration is of special importance. And they are closely related to each other and form the systematic entirety of colleges' and universities' management. To put their relationships in a right place, colleges' and universities' management should take as a basis the specialty and functional activities of colleges and universities and adhere to right management principles and ideas. In the circle of international colleges and universities, "self-determination, freedom and self-discipline" have become the common understanding of colleges' and universities' management, while in the construction of the management troops of colleges and universities, these three principles should be well carried out so that administrative personnel eliminate the mode of material-oriented management which sees materials rather than men so that their initiatives and positives are encouraged.
