Development of economy and society produces a large requirement of intermediate, high-level technicians and administrators. It is significant to meet the needs of economic development by means of education and to coordinate the relationship between higher education and labour market. Therefore, it is necessary that the degree reform of higher education changes from academic research to concerning social requirement.Foundation degree, which is a new, intermediate, vocational high-level qualification, was announced in 2000 and carried out in September 2001. Foundation degree has the potential to raise the skill level of workforce, particularly in the new industries. It forges new alliances between universities, colleges and employers. It fuses the academic and vocational paths to high-level qualifications.The aim of this dissertation is to analyze British policy Foundation degree prospectus systemically, from international comparative perspectives, by applying educational economics theory of the U.K. economist Mark Blaug as theoretical framework. Mark Blaug considered that the function of education is to serve the production system by training proper workforce. According to this viewpoint, this dissertation analyses the background, policy text, practice, progress and review of Foundation degree prospectus. Consequently, the author comes up with some suggestions based on the situation of labour market and higher education in China.In terms of the basic framework of policy analysis, the structure of this dissertation is divided into four parts-preface, text, references and postscript.Preface introduces the aim and significance of the research, basic concepts, the state of prophase research, research method and structure of this thesis.Part two consists of six chapters. Chapter one mostly introduces theoretical framework of research. Chapter two analyses the background of policy Foundation degree prospectus. Chapter three analyses the major content andcharacteristic of the policy text. Chapter four mostly introduces the practice of Foundation degree prospectus, including precondition, route, mode, and progress of practice. Chapter five makes some assessmentChapter six is based on the studies above. Policy Foundation degree prospectus is significant to our educational reform, and we can use it for reference. Suggestions come out in chapter six, in which the most important view is that establishing "associate bachelor" degree system is necessary in higher education in China.
