How to optimize and dispose the resources of teachers is an important topic during the modernizing course of higher education. With the flourishing development of the higher education, the flowing of college and university teachers is becoming a topic of general interest. "The flowing of teachers" is the problem of disposing the labor resources in the education circle. Establishing the mechanism of teachers' disposition which fits the demands of the rule of market-oriented economy, and forming the rational and orderly flowing of teachers' labors is the key to strengthen the construction of qualified teachers, and to realize the optimization regrouping of teachers.This thesis through analyzing the situation of nowaday's college and university teachers' flowing, points out the disorderly flowing in today's college and university teachers, together with the bad influence of this flowing. Then, this paper analyzed the reasons that caused this situation from 3 aspects: social, economic and individual reasons.The flowing of college and university teachers, as a social behavior, has existed for a long time in the western countries. They have set up the employing system, promoting system and further study system to bring about the free flowing of the college and university teachers. And these systems have been systematized, standardized and legalized. The author of this thesis hopes, through the introduction of these systems and their features, to provide some experiences for our country's rational and orderly flowing system of college and university teachers.Futhermore, this thesis, with the help of labor force market theory, manpower capital theory and efficiency-based salary theory, made a profound analysis to the flowing of the college and university teachers. In this way, the author hopes to compose the theoretical foundation for setting up the rational and orderly flowing mechanism of our country's college and university teachers.The mechanisms which bring about our country's college and university teachers' rational and orderly flowing include market mechanism and inspiring and binding mechanism. According to the two mechanisms, this thesis puts forward several countermeasures that is good for the rational and orderly flowing of college and university teachers. They are: 1. perfect teacher resources market, reasonably dispose the resources of the college and university teachers. 2. make use of executive method, to establish and strengthen the social security system. 3. make use of legal method, to standardize the flowing of teachers through legislation. 4. enlarge the decision-making power of universities in their own management. 5. ensure the college and university teachers' main status in teaching. 6. reform the personnel administration system of colleges and universities.The unique features of this paper are: 1. This thesis, through analyzing the disorderly flowing in college and university teachers, revealed the connotation of the rational and orderly flowing of teachers. It's unique among the same research. 2. This thesis, through applying the knowledge of higher pedagogy, educational economics, educational administration and educational sociology, etc. made a macroanalysis on the flowing of college and university teachers. It's distinctive from other papers which only focus on the phenomena and microanalysis. 3. This thesis, based on theoretical studies, put forward several practical measures for bringing about the rational and orderly flowing of college and university teachers. It puts attention on combining theoretical research with practical research.
