As an important aspect of high education, college teachers are the first resource in the development of university. College teachers have been managed in planed economy system, but with the development of market economy system, the flow of them has become disorder and chaotic, which makes series of negative impacts on the high education of China, and it's necessary to establish a scientific and effective management system to improve the current situation. This paper is to focus on the research of constructing the system.The paper analyses the current status detailed, concludes that there are three features of Chinese college teachers'flowing, the flowing teachers are increasing, the flowing trend is imbalance and disorder, investigate the reason from the aspect of the lack of management mechanism, proposes that the market mechanism and college teacher appointment system is the base of the construction of college teachers'flowing management system, designs the process of the system and role for each organization. The paper creatively introduces the idea of player transferring into the construction of college teachers'flowing management system, analyses the human capital of college teachers and the factors which impacts, and then makes assessment to the cost and the value of college teachers, basing on which get the transferring fee, establishes the cost-benefit function of the two colleges and the teacher, analyses the game of the tripartite, and achieves the ultimately dynamic balance of the market.The paper also makes research on the supporting management systems, describes the related legal regulations and systems detailed from the aspects of improving college teacher market, strengthening the social security system and general management of college teachers.Nowadays there are still many problems to resolve in the construction of the college teachers'flowing management system, the paper analyzes the obstacles in practice and makes hopes for the future.
