Survey Of Construction And Condition Of The County High School Teachers

"The tenth five-year plan" period is the critical time for us to construct the comparatively well-off society, and to realize the third step of the "three-step development strategy" in the building of our socialist country. To realize the strategy of developing the country by relying on science and education, to deepen the reform of education and to apply the quality-oriented education brings forward a much higher request for the teaching staff construction. Teachers are the direct organizer and executor of the quality education, as well as the main force to spread knowledge and to cultivate creative ability. To practise the important thought of the "three representatives", to promote the development of basic education and to boost quality-oriented education, the strengthening of teaching staff construction together with the improvement of teachers' all-around ability has extremely great strategic significance.Under the new historical condition, teachers face new situations and have new urgent tasks. At present, in the middle school and primary school teaching staff construction, there still exist some problems and difficulties that shouldn' t be overlooked. For instance, teachers cannot adapt themselves to the quality-oriented education and the education modernization; the teachers' gross educational level and professional ability is low; some teachers' professional ethics is weak;and some teachers' teaching concept, knowledge structure, teaching method, creative consciousness and ability are improper to quality education. The problem of the teaching staff structure is evident, the distribution is unreasonable, regional structure losing balance with the teacher resource' s deficiency and surplus coexisting in different regions, so the teacher resources need to be rearranged and optimized urgently. The key teachers' construction needs strengthening, too. Teachers' salary is still relatively low and the problem of delaying teacher' s payment needs to be solved. Occasionally, some incidents occur in which teacher' s rights are invaded, and the legal construction still has a long way to go.For this article we surveyed in Baoding city 12 key middle schools of the provincial-level. Through studying the teachers' teaching ability and school management condition in the diverting period, we found out several problems, such as: sex imbalance, derangement in teachers' resource and the structure, serious disordered brain drain, unbalance of technique ability, bad scientific search ability, inefficient self-teaching and management mechanism, the relatively backward morality construction and further education.
