The strengthening of teaching staff construction together with the improvement of teachers' all-around ability has extremely great strategic significance. At present, in the middle school and primary school teaching staff construction, especially in the poor region, there still exist some problems. For this article, in accordance with the practical condition of Baoding, we surveyed and analyzed the actual construction of teaching staff in Baoding city 7 key middle schools of the provincial-level in the depressed counties, and try to find out the countermeasures and give some advice. The countermeasures include four points: strengthen the sense of duty and sense of urgency in teaching staff construction;enhance the construction of ethics of the teaching profession;reform the school's inner management mechanism and promote teacher's further education practically and effectively. The advice include eight points: Implementation "positive discrimination", to solve the problem of middle school's teachers and their wages;Coordinated the teacher's sex and age proportion;take care of the teacher's physical and moral healthy, guarantees the troop to be relatively stable;Enhances the teacher modern information technology accomplishment;Sharpens the backbone teacher's education scientific research ability, displays its radiation effect;Take educates the scientific research as the main item, promotes the school educational reform;Carries out the teacher on-the-job training, improves the teacher quality;Improves the young teacher morals quality and the professional ability. It pays particular attention to school's inner management system reform. The main contents are: Build up the inspiring mechanism and stimulate teacher's enthusiasm;Carry on employment system and build energetic competitive mechanism.
