Educational equity has been taken as the basic policy for promoting the balanced development of compulsory education in “Long-term Reform and Development Plan for National Education(2010-2020)”.In general,the county education in the under-developed areas in China is still in a period of the unbalanced development between urban and rural areas in the national education system.Currently,the key to developing the county education in the underdeveloped areas is to improve the overall quality of the teaching staff.Therefore,it is particularly urgent and necessary to strengthen the construction of the teaching staff.Only in this way can we stimulate the rural education in our country,especially the county education in the underdeveloped areas,so that it can generate endogenous motivation and ensure the sustainable development of the county education.Based on the human theory,the incentive theory,and the human resource management theory,the thesis takes the problems of the construction of the middle school teachers in Chicheng County,Hebei Province as the research object and uses survey interview method,empirical research method and case analysis method.Firstly,the background and significance of the research on the problems of the construction of the middle school teachers in Chicheng County,the related literature review and concepts and theories related to the construction of the teaching staff are expounded in the thesis and the survey plans involved in this study are outlined,which lay a theoretical foundation for the further research.Secondly,from the dimensions of the basic situation,age and gender distribution,professional and academic distribution,mobility and economic income level,this thesis analyzes the status quo and problems of the construction of the middle school teaching staff in Chicheng County.The main problems are insufficient total and low overall quality,structural imbalance and unreasonable distribution,poor living environment and high pressure,serious drain and supplementary lag,frequent one-way flow,closure of teachers' vision and external exchange absence and so on.Thirdly,regarding the issues above,from the three levels of province and city,county area,and schools,the causes of the problems are analyzed.Finally,through the analysis of the causes of the existing problems and drawing on the advanced experience,from the preceding three levels,in terms of the educational g,the financial investment and funding guarantee mechanism,funding and social security,talent mechanism and teacher training,the docking with Beijing and Tianjin and the introduction of excellent teachers,professional ethics and supervision system,as well as scientific research management and professional career,the countermeasures and suggestions for the construction of the middle school teaching staff in Chicheng County are put forward in the thesis.
