What is the non-profit organization on earth? In our country, this is still the difficult problem that academia debates endlessly. The reason lies in the pattern of relationships between government and society in China that is different from western developed countries. If at all according to the western definition, the non-profit department of China will fall into the awkward condition of " milu " . For example those welfare organizations run by the government are known as " official nonprofit organization " in China. But according to the definition in world, one of the characteristics of the non-profit organization is just " nongovernmental ". So, the range of the Third Department of China should be relaxed, divided into official non-profit organization and civil nonprofit organization. There is rapid development of nonprofit organization after China's reform and opening-up. The government is closely related to adjustment of the social relationships. The intergrowth of the non-profit organization operated by official and civil non-profit organization is present a social fact in our country. So, there are important realistic meanings in research to compare the two. However, at present, the research about this is nearly still a blank. The paper tries to probe into the problems of the two types of NPO in China.The research adopts case study and document-study. And NPOs Evaluation is used as the main method . The objects of study are chosen within the range of Jinan. One is as official NPO and the other is civil NPO. They are both welfare groups, serving for the feeble old and young. Case investigation is carried on to describe the main condition of them, thus reflecting the existence state of official NPO and civil NPO. On the basis of describing, further comparative analysis includes such several respects as the basic situation , administration structure , system of the organization , public relations of the organization, etc..Compared with past relevant research, this paper can be regarded as a exploration in this field. In addition, the result of this research will also have reference meaning of using to the theory of NPOs in China.The intergrowth of official NPO and civil NPO is the social fact in our country present. The relation between them has both competition and cooperation. This research put the two in a frame of analysing at the same time, offering a platform for reference to each other. The development of the NPO of our country needs the government's fostering and cultivation , and also needs the space for independent development. To the NPOs run by the government at present should develop its autonomy and voluntary emphatically; to the non-governmental NPOs, the country should pay more attention to protecting folk strength, offer more protection and give more support on policy and fund. Meanwhile, the development of civil NPOs helps to form the competing relation with the official NPOs, which will promote NPOs in China to go on a better development path.
