The flexibility of new "PE and health curriculum standard" and the founded of the three types institution of our country, province and school have broken the long existing state-centralized curriculum directorial system in our country to meet the development needs of students in different regions and school and strengthen the adaptability of this curriculum to different regions, schools and students. Based on the analysis of related concepts of based-school curriculum, this paper defines the concept of physical education based-school curriculum and physical education based-school curriculum development.On the basis of analyzing the times background of development of school-based curriculum. The writer expound the conditions of the development of school-based curriculum: possessing the educational philosophy thinking; undertaking the democratize and opening; specialize of PE teacher; the self-disciplined and variety of evaluation of curriculum.On the basis of analyzing the course of development of school-based curriculum, the author tried to make the development of the "opening" school-based curriculum of PE as a cutting point to build up the project of school-based curriculum devising, applying and evaluating.Finally, the writer expound some advice to the development of school-based curriculum: reinforcing the school-based education and improving the curriculum ideology and curriculum conception; reinforcing learning and intercourse; achieving the variety of evaluation.The writer not only hope that study of the development of school-based curriculum on theory and practice can help us to learn, to study the curriculum standard for all school, all province, but also hope to provide experience and index for all kinds of school. All of such will help us to service modifying the PE curriculum on basis education in china.
