Physical education in middle school is a key component of the whole education stage. It plays a crucial role on the formation of personality and interest and the perfection of personality. The implementation of "2+2 project" experiment in Chongqing not only promotes the development of school-based physical education curriculum of elementary and middle schools, but also provide extensive room for progression for the development of primary and secondary schools.The paper takes the implementation of the "2+2" project as its background, physical education curriculum of some middle schools in Chongqing as its research object.It investigates and analyzes the present situation and exist problems and restricting factors of school-based physical education curriculum of elementary and middle schools in Chongqing, puts forward some effective and feasible countermeasures for the development of-based physical education curriculum of elementary and middle schools in Chongqing. All of these are done after browsing a large number of literature,doing reseach and investigation. Espacially, Jiangbei cheng shan middle school is its case study.The overall situation is that the school-based physical education curriculum of elementary and middle schools which is based on the "2+2 project" experiment of Chongqing is a great success.It establishes the basic purpose of school-based physical education curriculum, selects the suitable curriculum which goes with the students' physical and mental development,takes the relevant measures, formulatesthe guarantee mechanism to promote the development of school-based physical education curriculum and evaluates the implementation of school-based physical education curriculum in a timely manner.But at the same time there are also uncoordinated factors restricting the development of school-based physical education.For example,the curriculum system is not reasonable,teaching content and teaching method are simple. Inadequate utilization of the teaching resource is also exist.JiangBei Cheng Shan middle school fully taps the school characteristics develops some school-based physical education curriculum which are loved by students,such as rope skipping, floor exercise..But at the same time there are also uncoordinated factors restricting the development of school-based physical education.For example, cognition obstacles, sharing obstacles, resources obstacles, dynamic obstacles from the society level, the amount of class time is not reasonable,the gym teachers are lack of creativity, pay little attention to students' experience which affect students' learning enthusiasm. In order to improve the quality of school-based physical education curriculum innovation mechanism is needed,take full advantage of the professional knowledge of sports experts and scholars to provide more professional suggestion and opinions for the development of school-based physical education. Establish a cooperation mechanism for competition and cooperation. Update the school leaders and sports teachers' curriculum idea, motivate the enthusiasm of sports teachers to develop school-based curriculum. Give full consideration to the matching degree between the development of school-based physical education curriculum and the basic demand of students.
