India is an agricultural country; the majority of the population live in rural areas. However, The education level of the rural area is very low, which has restricted the development of agriculture and rural economy. As we all know, rural education is a fundamental measure of improving labor quality. It is the main means to develop the human resource in countryside. It is the main method of reducing the distinction between town and country, controlling the growth of population, and accelerating the process of urban development. Therefore, the orientation of education innovation in India is to develop rural education, which can develop rural economy and improve population quality in rural area.This essay reviewed the history of India' s rural education at first. India' s rural education germinated in the colonial period. But at that time it developed slowly. After winning the national independence, through issuing the compulsory education law, carrying out informal education and the like, rural education developed further, but there were still many problems waiting for being resolved. Since 1980s, India government realized the significance of rural education and began to reform rural education. During this period, India government not only added rural education investment, established the teachers cultivating organizations, widely implemented informal education, launched the grown-up literacy education, but also strengthened cooperation with non-government organization, which made India's rural education developed rapidly.Making a comprehensive survey of the course of the development of India' s rural education, we discovered that since 1980s rural education had great influence in promoting rural labor migration and developing education for all. Promoting rural labor migration is the demand of the development of society and the only way from the traditional agricultural country to a modernized industry country. Education for all is the education internal reform and will become the value orientation of rural education reform. Based on these, the essay pondersnot only the relationship between rural education and rural labor migration but also the relationship between rural education and the development of education for all. The government improved the rural labor migration and developed rural economy and accelerated the process of urbanization through strengthening the development of rural elementary education and vocational education. The process of popularization and the democracy education were accelerated, and the developments of education for all were guaranteed through popularizing rural compulsory education, launching girls' education and women' s education. At the same time, the development level of rural education still exists the following problems that can' t adapt to them: the imbalanced development of the rural education, the hardship of vocational education and curriculum offered in the elementary education unreasonable. Through studying India' s rural education reform, I expect to promulgate its successful experience and fault, and learn much from it.
