In 2004, CPC Central Committee and State Council issued a Paper titled Measures of Reinforcing Moral Education in Colleges, the first paper co-issued by the Central Committee and State Council concerning moral education for college students since the founding of the People's Republic of China in 1949. As the Paper states, "the talented college students are the hope of the nation and the future of the country. They should be reinforced in moral education so as to meet the need of becoming a qualified team as successors of the socialism construction with China's characteristics. This would play prominent and far-reaching roles in fully implementing the Science and Education-oriented National Development Strategy, in strengthening China's competitiveness in world markets, in ensuring to realize a well-being society and in accelerating China's construction of socialism modernization." This thesis is to analyze why and how moral education for college students should be in further reinforcement.This thesis presents the importance and the necessity of moral education in college from the following five respects: 1) the importance of moral education in high education; 2) the necessity of social development and moral education; 3) the request to meet the changing national and international situations and China's great objective in the new millennium and; 4) the social cry for college students' better education both physically and spiritually. For a college student, college life is the vital stage in building his (her) physical, psychological, moral and professional capacity during which he (she) is somewhat in paradoxicality between his physical nature and the influence from outside world, which leads to a number of new features in his (her) morals, values and behaviors. Under the influence of the changing social values, the moral education in college is increasingly in deterioration which resulted in the backwardness of the ideas, contents, objectives, means, approaches and management of moral education. All these deviate from the social reality and are in shortage of pertinence and actual effect. Based on the author's professional know-how and personal working experience, this thesis brings forward six proposals on how to reinforce moral education in college: 1) to make the refreshment of thoughts and ideas as the presupposition of moral education in college; 2) to make "the Three Ideas" and "the Four Beliefs" and Nation Identity as the major objective of moral education in college from a variety of dimensions; 3) to further improve the content of moral education in college to meet the needs of the changing situations over times; 4) to enhance the actual effect of moral education in college by spreading channels, improving approaches and innovating institutions; 5) to stress capacity-building of college teachers both morally and professionally; and 6) to build up an integrated pattern of moral education among the school, the family and the society.
