New curriculum reform requires PE teachers who possess higher ability. Study, taking PE teachers of middle and primary schools of Liaoning Province as participants, drew PE teacher's ability construction of middle and primary schools using the method of factor analysis. Then the study, taking PE teachers of middle and primary schools of Dalian city and the students who major in PE of Liaoning normal university as participants, evaluated the participants' ability comprehensively using the method of fuzzy comprehensive appraisal. Induce the following conclusion: (1)PE teacher's comprehensive ability consists of 5 subsystems which include control teaching ability, extracurricular managerial ability, scientific research and innovation ability, showing ability and social adaptive ability, and 20 items of ability index altogether;(2)The result of comprehensive appraisal towards PE teachers of middle and primary schools of Dalian city shows that very capable is 28%, stronger is 28%, generally is 24%, weaker is 16%, very weak is 4%; (3)The result of comprehensive appraisal towards the students who major in PE of Liaoning normal university shows that very capable is 21%, stronger is 24%, generally is 25%, weaker is 15%, very weak is 15%.
