The administration of moral education in colleges and universities sees the following problems: emphasizing science education, neglecting moral education; valuing moral cognition, underestimating moral experiencing; the appearance of a moral vacuum as a result of the development of internet; the inefficiency of moral education due to the lack of regular teachers in this field. The main reasons for this low effectiveness in the administration of moral education for university students stem from the facts that the diversity of market economy in the transitional period has a negative effect on the administrative concept of moral education; the rapid development of internet weakens the administration of moral education; colleges and universities tend to set a higher target for moral education, lacking gradation and clear direction; teaching of moral theory, divorced from practical performance, lacks systematicness and interaction among students; there is no sufficient scientific study in the system of moral evaluation, and no relevant policy to guarantee a group of regular teachers of moral education.To enhance the administration of moral education in colleges and universities, a proper system, which will meet the needs of times and society, should be established. That is to train a group of full-time instructors to provide guarantee of moral education; to strengthen the supervision of moral education on internet; to set up a proper objective of moral education for students; to enrich the teaching content by utilizing the cultural and moral resources contained in our traditional morality; to further develop students' organizations, which may offer a varied, interesting and sound extracurricular activities. Moreover, a multi-angled scientific system of moral evaluation will play an active part in the development of students in higher education.
