Research On System Constitution Of Long-term Effective Mechanism Of Farmer Training

"Three Rural" issue is among one of the problems needed to resolve urgently in the course of constructing our socialist harmonious society in China. The core of "Three Rural" issue is problem of farmers’ interests, which is namely one of income. Thus the important breakthrough to solve "Three Rural" issue is to do everything possible to increase farmers’ income. And under the conditions of a market economy, the fundamental guarantee of increasing farmers’ income is to improve the human capital of market competitiveness when farmers enter the market. Therefore, it is necessary to improve the farmers’ overall quality and expand their value as human capital by means of vocational education, training and other various educational channels, which enable them to possess the capabilities of being adaptive to market changes, modern industrial competition and challenge of employment competition, thus gaining growing economic income. In terms of "Three Rural" issue, the significance of training farmers is increasingly evident.However, the farmer training itself is a rather complicated systematic project involving lots of elements such as governments of varied levels, society, companies, training facilities, farmers, etc. Since these components among themselves are presenting a type of complex network-like structure which means contradictions or discords, the smooth operation of farmer training definitely would be hampered by the result of these contradictions. So it is essential to research and establish a set of comprehensive farmer training operating mechanisms to integrate these elements, which ensure that they could be interacted and interdependent, at the same time, the research have very importment throretic meaning and practical meaning. While in China the current study on the mechanism of fanner training is still at the initial stage and the systematic theory research about long-term effective mechanism of farmer training hasn’t been reached. This article carries on systematic research and exploration on structuring long-term effective mechanism of farmer training and preliminarily sketches a framework of the systematic theory structure on the basis of investigating some experiences and problems about our current farmer training practices as well as the relevant theories of farmer training mechanism with reference to some successful farmer training modes abroad through the research method of combining literature and empirical investigation; conducts exploratory research about the structure and operating principle of farmer training mechanism based on building long-term effective mechanism and systematic description of fanner training mechanism from six aspects which are drive mechanism, operating mechanism, safeguard mechanism, control mechanism, evaluation mechanism, plus environmental adaptation and development mechanism; exploratorily expounds the basic principle of constructing long-term effective mechanism of farmer training and provides some views for reference, starting from research on the relationship between farmer training mechanism and the establishment of relevant legal system and legal environment, reveal the internal relationship and regular pattern between the mechanism for farmer training and system construction firstly, get the system construction is the core and basic of long-term effective mechanism of farmer training. The research demonstration: the affection about the construction of long-term effective mechanism which is the delay of law and regulation.. Try to construct theoretic frame of long-term effective mechanism to accelerating the development about farmer training, support important symmetry and advice.
