The school-based curriculum development is a developing policy, orresponding to the national curriculum development, it is a self-evaluated curriculum developing activity of all members, which depends on the conditions and resources of the school, with the aim of meeting the needs of the students. It represents the trend of multiple development of the curriculum of the world, and it is also an answer to the challenge of knowledge economy and the natural call of bringing up the creative type of geniuses.Those who founded the ideological base of the school-based curriculum development are the theorists such as Jeseph Schwab and Lawrence Stenhouse.The school-based curriculum development and national curriculum are two different cultures, which share the relation of commonness and singleness, oneness and variety. The school-based curriculum of the politics of high school reveals the nature of politics and makes for the shortage of the national curriculum, helps to raise the quality of the students, carry out the quality education,heighten the level of the school education,make the school a characteristic one,help the development of the teachers' specialization,make more professional teachers. The school-based curriculum development of politics is restricted by many factors and conditions such as the conditions of the school,the teachers' professional level,the support from the community, the participation of the parents which are needed in the course of the curriculum development. The procedure of the curriculum includes the six steps such as founding of the organization, the analysis of the students, resources and restrictions, setting a common and special goal after analyzing,making a plan, deciding the ways and tools, distributing the resource,people,facility and the time, actualizing, evaluating and improving it. Meanwhile,everything must be done according to the principles of suitableness,variety, commonness,assorting,processing,opening. The frame of the curriculum constructed must not only meet the needs of the development of the students and the school,but also be combined with the practicality of the resources of the curriculum of the school and community. We can do this through the choosing,the adapting,and the creating of the curriculum. The contents must concern the local knowledge,From the selective curriculum to the school-based curriculum,we must make the best use of the traditional advantage and the local resources of curriculum. The teaching approach must be fit for the dialogue teaching,researching teaching,problem-solving teaching and co-studying.The management of the resources of the school-based curriculum of the politics includes: the management of all the resources used to develop the curriculum which include the management of the local resources, personality,community,and network;and the management of the products of the curriculum during the course of the curriculum development. The product can become the important resources of the successive curriculum development and as well as the important resources of the opening exchange. All the management work can be done through setting up a data storage,displaying the results and the network. The evaluation must be a good feedback,which shows the advantages and disadvantages,so the measures can be taken to improve the quality. The proceeding evaluation will play an important part in the school-based curriculum development, and it is necessary to make some final evaluations. We can evaluate by degrees according to the participation of the students,and the speaking in class,the quality of essays.
