In this paper, by introducing the outside removing the national curriculum of political course of another kind of new curriculum, school-based curriculum, with the continuous improvement of education level and the education conditions of political courses also gradually change the original mode of national curriculum, to adopt school-based curriculum model, which can not only improve the students' knowledge level, also can enhance the students' moral behavior. But in the process of school-based curriculum development: there are all kinds of problems in school dominant school-based curriculum, school teachers can't familiar to grasp the ideological and political teaching, the school evaluation mechanism of ideological and political courses is not reasonable, etc. So, want to solve the above problem will need to begin from the following aspects: strengthen the school's emphasis on school-based curriculum development, to strengthen the school-based training, improve education teachers' professional development, education resource sharing, and promote exchanges and cooperation between schools, teachers' and students' main body effect into full play and reform the existing evaluation system. This article introduces concept of school-based curriculum as well as the background, analyses the existing problems and causes of school-based curriculum, combined with high school political course put forward some suggestions on how to develop school-based curriculum, school-based courses can help students learn better, also can promote the teachers' specialization level, at the same time also can improve school's reputation and popularity, improve the quality of school teaching.
