The strategic task to settle at the beginning of 21st century is to realize balanced development of the basic education in our country. While the premise to accomplish this task is to shorten the distance between schools and then achieve the balanced development of regional education. Under such circumstances, educational supervision authorities, especially of which at district level, should positively take up the task. Aiming at the solutions to educational unbalance resulted from more emphasis on administration of education than educational supervision, the thesis expatiates the important role of educational supervision to put forward the balanced development of regional education through study of relevant policies and documentation and analysis of intension and functions of educational supervision. In addition, the thesis studies the purpose, principle, characteristics and implementing process of the educational supervision modes for promoting the balanced educational development in Tanggu District and draws concludes as follows: it is essential to intensify educational supervision to achieve regional educational balance; it is required to perform classified supervision evaluation to shorten the distance between schools; It is a must to establish flexible supervision mechanism to facilitate the positive development of schools; It is needed to build harmonious evaluation relationship to promote supervision efficiency. In a word, it is required to update educational supervision concepts and innovate educational supervision modes in favor of giving fully play to educational supervision and promoting balanced development of regional education.
