The 16th Communist Party's Congress has worked out the grand blue print for construction of the middle-class families in China, and the Fifth Plenary Session of the 16th Party has passed the CPC Central Committee's decision on the suggestion of making the 11th five-year plan for national economy and social development, which points out that the important history mission in the course of modernization is to build socialist new villages; three-agriculture problems are the totally basic problem in the development of China's economy, to which governments of all levels have paid special attention by our party and effective policies and strategies have been adopted when solving these problems.However, compared with international communities and countries, our country suffers lower urbanization level. The villages have more remaining labor forces. Therefore, the village labor force transferring is the inevitable choice in the building of our country middle-class family society and social modernization.With the development of modern new Kunming as well as the adjustment and update to industrial structure, Cheng gong County suffers lots of problems in the form of previous remaining labor forces and current difficulties transferring those who lost their farming land to other working sections. This is both a theory problem and a practical one.With the aim of looking into the theories on the domestic and international village labor force transferring and studying the present situation of Cheng Gong County concerning transferring the remaining village labor force, this essay by investigating and analyzing the factors and the area aspects of the County in transferring, training, training need and business consciousness forms the report and further discloses the village labor force individual mental factors as well as the labor force qualities which do work in their training.Finally, after the systematic analysis and discussion, as well as combining the new city development actuality,the author will put forward the valid development village labor force resources and promote the suggestion of the village labor force reasonable transferring. The author think that we must enhance the government behaviors, macro-programming, the orchestration-way moderates, outstanding function of new city district developments, strengthening new city development to the capability of the village labor force; then promote developing pillar industries, strengthening the agriculture inner ability to accept the village labor force; strongly develop the third industry, promote the ability of the intensive businesses to accept the village labor. It is excellent policy and reasonable strategy to turn to optimize business environment, and promote village labor forces to start businesses.But it is a basic path strongly to develop the occupational education, inaugurate training mechanism, enhance the village human resource development, turning blind transferring into effectively technical ability transferring and promote the village labor force to special feature transferring in this County.
