Since the end of the 1980s,China has started a large-scale labor migration. As of now, although the growth rate has slowed down,it is still a major social and economic phenomenon in China. The migration of labor has increased rural labor productivity, promoted the rapid development of the economy, and also caused extensive discussion among scholars. For example, the impact of labor mobility on the income gap,the difference between employment and wages between foreign labor and local labor, and discrimination against foreign labor. With the increasing number of migrants and the concentration of urban labor markets, they are mainly concentrated in urban centers.More and more people are beginning to consider whether the inflow of foreign labor will have an impact on the local labor market. The traditional view is that the impact of foreign labor on the local labor market depends on the relationship of competition or complementary between the foreign labor force and the local labor force. If there is a competitive relationship between the two,the foreign labor force has a negative impact on the local labor market. The complementary relationship between the two has a positive impact. However,in the actual research, the impact of the foreign labor on the local labor force has not yet reached a consensus conclusion.Based on the relevant data of CLDS2016,this paper firstly descriptively counts the scale of foreign labor in different city levels, compares the individual characteristics, wage level and occupational distribution of foreign labor and local labor, and then uses OLS and instrumental variable method(IV)analysis. The impact of foreign labor in China's urban labor on local labor wages is finally divided into foreign labor and local labor according to the level of education, and the impact of foreign labor at different levels of education on local labor wages is studied. The conclusion of this paper is that there is a big difference in the nature of account, education level, average salary and occupation type between foreign labor and local labor. The entry of foreign labor will have a negative impact on the wage of local labor.Overall, the more foreign labor is accounted for,the lower the local labor wage level, and the deeper the impact on the local low-level education. The impact of foreign labor at different levels of education on the wages of local laborers is also different. The migrant workers in the high education level group have a positive impact on local wages. The impact of the secondary education level group is not obvious. The foreign labor force in the low education level group has a negative impact on the local labor wage.Based on this, this paper believes that labor resource allocation should be optimized, human capital investment should be increased, and urban development strategies should be improved to guide the rational flow and transfer of labor, adapt to the needs of the labor market, and give play to the value of foreign labor.
