As an important indicator of a university’s ability, evaluation on teaching quality is themain basis for assessing the teaching, which can directly reflect the level of developing auniversity and play an important role in the teaching management. For the universities, ithas been the major problem to study that how to measure and control the quality ofteaching or to ensure and improve the quality of teaching. The Independent Institute wasborn in the turn of the20th and21th century. Because the developing history is short, theyare still in the stage of exploration, which have not formed a sophisticated teachingmanagement model. Currently, most independent colleges are in the same mode withparental university in teaching management and teaching quality evaluation, whichignores the characteristics of independent colleges, such as evaluation criteria. It isdifficult to achieve the desired objectives, and there is an urgent need to reform. Thispaper mainly discusses the independent Institute’s actual conditions, together with thecharacteristics of independent colleges, emphasizes the characteristics of the constructionof the teaching quality evaluation system of independent colleges, and develops the ideaof teaching and evaluation mechanism, then, establishes a sound teaching evaluationsystem in independent College. It can guide teaching work in independent colleges andestablish the teaching evaluation system. Construction of evaluation system of teachingquality in independent colleges should combine social talent requirement situation todevelop application-oriented, innovative independent College’s personnel training modefor talents and innovation goals, and to achieve the real task of running for the final task.Only by using scientific and effective method of teaching quality evaluation, independentCollege can reach the correct judgment on teaching, and get the feedback from teachingprocess. By doing this, we can avoid the weaknesses, and achieve the goal "to improveby assessment, and to construct by assessment and to improve teaching quality", whichcan make independent college constantly get progress, then make a better future.
