Currently the undergraduate colleges newly upgraded are an important component of colleges and universities in China. Owing to the pressure of expanding enrollments and the trend of traditional undergraduate colleges transforming to graduate education, though they upgraded lately, they have undertaken enormous and strenuous teaching task. The situation resulted in their orientation to only training special applied technicians, and great difference between traditional undergraduate colleges and universities.Through analyzing the environmental situation and studying on SWOT and positioning, the thesis has made us clear their difference in teaching characteristics between undergraduate colleges newly upgraded, and traditional undergraduate colleges and universities, which determines the different mode of teaching evaluation. So it is necessary to set up a set of fair scientific assessable index system which is suitable for and benefit to the undergraduate colleges newly upgraded .The system will help them effectually improve their teaching method and evaluation level.The paper firstly analyzes the current teaching evaluation index system of the undergraduate newly upgrade. Through comparing relevant assessable theories, finding out some questions existing in the current index system, and putting forward the basic opinion of sectionalized teaching evaluation, on the basis of actual investigation, the framework of the teaching evaluation index system which is suitable for the undergraduate colleges newly upgraded can be established. Moreover, the thesis introduce the fuzzy comprehensive evaluation method, considering the deficiency of the current method, and designs the fuzzy comprehensive evaluation model according to the fuzzy evaluation principle, and attains the evaluation index weight by using expert's investigation method. Thus it can solve the application problem of the fuzzy comprehensive evaluation in the undergraduate colleges above mentioned.
