Under the globalization background, it is inevitable for Chinese universities to face the competition among higher education. To improve the management of universities is a task which allows of no delay. In managerial practices, more and more managers recognized that there appear more and more obstacles if the management is only to rely on rigid rules and regulations. The long-term development of enterprises can only be guaranteed through cultural management so as to inspire staff members' enthusiasm toward their work. Organizational culture is a kind of people-centralized flexible managerial theory, which emphasizes that management should focus on the people, in managerial practices the enterprises should follow out the principles to respect the people, understand the people and trust the people, they should pay attention to people's diverse needs, establish a core sense of value which is commonly accepted by the people in the organization and build up the core competitive capability of the organization, so as to make progresses in the severe competition. After making a comprehensive research on relevant literature home and abroad, this thesis specified the definition and structure of the organizational culture to be applied. Taking organizational culture as its base and structural framework, the thesis also analyzed the route of university organizational culture construction. It particularly emphasized the key role of the core sense of value in the construction of organizational culture, and the construction route which is from the spiritual level to the institutional level and then to the material level. Then it provided a practical case of organizational culture construction by surveying the construction of the spiritual, institutional and material levels of a university in west China from the perspective of organizational culture.
