As an important part of Chinese higher education system, higher vocational-technical education attracts more and more attention after decades of development, especially the rapid development during recent years. It is an age of post-industry. The development of technology, the structural adjustment of higher education, the structural change of occupational posts, people's longing for the popularization of higher education, the growing demand for applied technicians as well as the approval of government and CCP result in the development of Chinese higher vocational-technical education. Consequently, these elements made the scale expansion of Chinese higher vocational-technical education. But at the same time, social environment was changed greatly. Different kinds of new things such as"new economics""globalization""post-modernism"signal a new era's coming in their inner regulations. Thereupon, in different fields of our society today, people have a variety of feelings—exultation and hesitation, restlessness and calmness, excitement and worries when confronting changes. This formed unique scenery.Under this kind of background,how can higher vocational-technical education, a cultural organization, have its own characteristics so as to attract more qualified students in the course that higher education is being popularized from elite education to new-typed higher vocational-technical schools which aims at training lots of talented persons for economic development. It is really a new problem that higher vocational-technical education is facing.After making a comprehensive research on relevant literature home and abroad, this thesis specified the definition and structure of the organizational culture to be applied. Taking Concentric Circles Theory as its base to analyze the organizational culture of higher vocational-technical schools one layer after another. The thesis also analyzed the route of higher vocational-technical school organizational culture construction. Then it provided a practical case of the spiritual, institutional and material levels of a higher vocational-technical school in Wuhan from the perspective of organizational culture.
