As a unitive multinational country, our country has 55 minorities in addition to the Han nationality. The population of minorities is 108,320,000, occupying 8.41% of the whole. With the development of social economy and culture, all nationalities study from each other and affect reciprocally. Therefore there are coming forth more and more factors in common. However, national features and differences also exist. Cultivation and education of minority talents are not only the important part of national work, but also the vital component of socialistic education system. In one part, nationalities are of multitudinous members, great decentralization and inhabiting a region; in the other part, there are different kinds of languages, characters and customs. Nationalities are also deeply affected by religions. The development of economy and culture is out of balance. All above facts are the basical feature of our minorities, which leads to the complexity, arduousness and long term of national education.In the past 50 years after our country establishment, series of special policies and measures have been adopted to make sure national education work develop higher than country average speed, which have gained great accomplishments and cultivated thousands of various talents for all minorities. Especially some behindhand nationalities spanned a fewsocial development stages to socialism. They started to develop modern education, and then they have undergraduate, postgraduate and students abroad. All these great changes occurred for the first time. Thereby, it is very important and meaningful to sum up and analyze national education policy systemically from all sides, accelerate developing national education, improve minority diathesis and promote nationalities glory together.This thesis neatened national education policy from nation establishment in some steps and conclude its changes and features. After the nation establishment, the party and the country put national work and the whole national education system on an important position, completed all national education policies gradually and set up integrated national education system. Especially in 1951, 1956, 1981, 1992 and 2002, the five national education work meetings were held, which played an important part in forming national education theory and policy and conducting its practice.On this base, the author conclude five parts of accomplishment: complete national education management constitute and promote and ensure its development; set up care policy during entrance exams to make sure minority students educating right; form different kinds of school running; carry out Chinese education and bilingual education combination; support national education development pertinently.The author analyze disadvantages of national education policy and the reasons, research the education perfect development and put forward own opinions in accordance with existing problems in modern national education development.Many methods are adopted in this thesis, for example, data statistics and analysis, reference research, theory contrastive analysis, on-the-spot investigation, typical case analysis and so on.
