University management is no longer as it has been. The profound change in the external and internal environment brings lots of opportunities and challenges to the university management. The middle management cadre of the university decides the level of university management and the benefits of school. Strengthening middle cadre management can improve their integrated diathesis and create first class university.This research is based on performance management. First, the meaning and process of performance management are summarized. Then the middle management cadre's work status and function in universities, their content and characteristic of work are analyzed. The concept of achievements management is introduced into university medium echelon cadre's work. At the same time, in view of the present situation, the erroneous zone and the certain practice problems are summarized, and the corresponding countermeasure and the suggestion are proposed.Through the research and the analysis above, the plans on middle management cadre are proposed from both theory and practice aspect. The achievements management of university middle management cadre are discussed from the achievements plan, achievements counseling, the achievements inspection, the achievements feedback and the achievements result. Simultaneously, the links among them are paid great attention.In order to be comprehensive and objective, this research threads up the characteristic and the management reality of the middle management cadre in universities. At achievements plan stage, the forecast to the work achievements of middle management cadre has been made by "achievements goal responsibility form", so that the achievements goal manifests the school the strategic plan, and practicality; at the achievements counseling stage, the importance are specially emphasized on the achievements communication and the achievements acquisition of information necessity; at the achievements inspection stage, 10 two-level targets have been determined , and analytic method are used based on this. At last, this research summarizes from the establishment effective drive and the restraint mechanism, the diagnosis and the revision achievements management system, which has realized achievements management circulation for university middle management cadre.With the further development of high education, the achievements management, which is an innovation and valuable guidance of the college control system, is gradually approved by the majority people. The research results of this article are expected to perfectly provide the beneficial reference and the model to the university achievements management system.
