With economic globalization and China's educational rapid development, the transformation of government functions education administration, and the improvement of administration efficiency have become an important one about reform of the administrative system.All along, the administration of education in China's is a highly centralized administration, and the government has always kept increasing the force of action, the education department is a person who set up or organize in the only educational institutions, and also are the only supervisors and managers for education.Education administration exists of some fuzzy functions in some extent. From a planned economy turn to a market economy, China is beginning to attach importance to change the direct administration to the macro-management means of the law, planning, counseling, supervision and evaluation, but the government functions have not been fundamentally changed. Therefore, the education administration department must consider its own position, duties and how to do their job problems. Changes in education administration functions are a priority.This paper is based on the above recognition, on the basis of studying in summing up early to seriously education reform administration to adopt the means of literature, qualitative analysis, summarized, comparative, and other research methods, and From analysis of the current situation of education administration, introduce the planning theory, the administrative Management theory, administrative functions changing theory to the modern education administration, enriching our education administration theoretical research further and provide a new perspective. Meanwhile, learning from the Western countries use planning theoretical reform education administration experience with the actual administrative reform of China' education to recommended the use of educational planning theory for the change of education administration theory's approaches and countermeasures: First, reform the education administration model, and establish a plan to guide the functioning of mechanisms; Second, strengthen the administrative functions designed to enhance the effectiveness of management functions; The third, suggesting from reality education, and from insisting on getting after "supervise governance" educate system, promoting administrative functions of the shift which focus to improve the quality of education, pay attention to the educational function of the legal system, building a high-quality contingent of education administration, the establishment of intermediary organizations, and so on to change our educational functions.
