Compulsory education in China is not only a basic national policy but also the aim of our development. To push the balanced development of compulsory education is a fresh goal for the present situation. To make full use of educational resources is a cruc(?)al element to balance the educational development, while the readjustment of the overall geographical arrangements of schools is the key point and which is expecting full attention presently and surely it will be a long and dynamic process, consequently, it is very necessary to establish and to implement a program concerning compulsory schools' geographical arrangements to instruct the specific work. It turns out to be very critical to enhance the relevant scientific study since there is very little research regarding this subject in China.The research done in this paper is exclusively about the status quo of compulsory schools' geographical arrangements in Z city. Based on the theories of education policy, a conclusion is drawn regarding the concept of city compulsory schools' geographical arrangements by employing such methods as presenting literature review, having interview and designing questionnaire. Through the theoretical study and practical researching analysis about the geographical arrangements of compulsory schools' program in Z city, the paper initially works over the internal as well as the external policy environment factors affecting the geographical arrangements of compulsory schools program in our education system. Meanwhile, it explores the relationship between the compulsory schools' geographical arrangements and city planning, which is proved to be an interactive connection, therefore, only if the former is being included to the city planning system could it be effective in deploying the space resources. Conclusively, three principles concerning the compulsory schools' geographical arrangements program and three suggestions about the solution to the problem are being presented, based on which a mode of the city compulsory schools' geographical arrangements program which is established on the basis of policy environment, supported by the city planning legal system and cooperated by the relevant systems has come into being.
