In 2002, at the national science & technology information work seminar, comrade Deng Nan, the former vice-minister of China science & technology department, said, "the development and use of information are the heavy duties of the science & technology information work", "the urgent matter is to construct two basic services platforms—the information resource and the information service network". 4 years later, the paper proposes the basic idea and the construction framework of sports science & technology information platform of Hebei province, which would certainly play the vital role in the impetus of constructing "sports strong province".This research carried on the quota statistical analysis and conducted the qualitative investigation to the collected data, which were from the questionnaire survey and visit discussion method. The paper draws the conclusion below:1. It proposed a theory system of building a sports technology platform, which will impel the innovation & development in this field.2.In Hebei province, there are more talents rich in sports information technology, which is the necessary condition for the development of sports science and technology.3. The construction of the sports technology platform must rely on the promotion of sports-related scientific research and technological development policy: sports research policies, Intensive development policies, theoretical research polices, policies for the participation of social forces, attracting non-public economics policies.4. So as to smoothly realize the function of altogether constructing and sharing of the sports science & technology information resources, we must establish the powerful safeguard mechanisms, such as organization safeguard, laws and policies safeguard, economy safeguard, technical supports, safeguarding talented people and safety controls.5. The realization of Decision Support System (DSS) will improved the construction of the sports information technology platform in Hebei province, which approves the services based the knowledge management.Under the methods of investigation and study, this research gave out the basic theory frame of constructing the sports science & technology platform of Hebei province. I do hope the paper can provide the beneficial reference for the thoroughly reform and the modernized development of sports science & technology work.
