The cause of these problems lies in:First, internal systems, teacher’s self-learning ability limitations; science disciplines characteristics of teachers’ information technology applications specific requirements; students quality varies greatly; the second is the external environmental conditions, policy formulation is not perfect, the lack of supporting policies; lacking of school education information construction planning; the training may not be implemented.
