The usage of modern information technology has changed the traditional concept of teaching, also contributed to a profound change in the field of education. Information Education Teaching in the past prompted by a single, rigid, rigid form,to the pluralistic, flexible and flexible forms. Teachers are an important factors in the education system, classroom performance is achieved to some extent determined by the quality of teachers and capabilities in information technology today is increasingly integrated into the teaching process, teachers’ information technology capabilities to improve teaching effectiveness plays a key roleoAccording to the state of information technology capabilities of Teachers proposed criteria, application literature, surveys and other methods, the status of technical proficiency Helan County Middle School science teachers’ information were studied. The study found that the application of information technology in Helan County high school science teachers has the following main problems: First, the platform for teachers to use information technology is limited, poor quality hardware; the second is the lack of science teachers in information technology literacy, a considerable part of science teachers in the application of information planning and preparation of technical capacity is weak, limited organizational and management capacity, inadequate evaluation and diagnostic capability, lack of capacity to learn and develop. The cause of these problems lies in:First, internal systems, teacher’s self-learning ability limitations; science disciplines characteristics of teachers’ information technology applications specific requirements; students quality varies greatly; the second is the external environmental conditions, policy formulation is not perfect, the lack of supporting policies; lacking of school education information construction planning; the training may not be implemented. To solve these problems, the present study attempts to propose measures for improvement:First, create the conditions for the establishment of good information technology platforms, including the creation of a good IT application environment, strengthen the construction of high-quality education resources library; The second is to carry out training, improving teachers’ IT application capabilities, including encourage teachers to actively participate in activities to improve information technology, with a clear training measurable training objectives, selection and classroom teaching closely integrated, decentralized and centralized style of training, the establishment of process and results combining the evaluation system; The third is to strengthen the management, create a positive environment, information technology support, including strengthening the organization and leadership of educational information work, improve the supporting policies and regulations, increase investment in education, information technology, the establishment of educational information monitoring and evaluation system.
