After the teacher appointment system was promulgated in the Teacher' Law in 1993,the reform of teaching staff has been impelled rapidly in the nation. With an aim to make the teacher appointment system immaculate, this thesis from the perspectives of theory and practice, attempts to construct the future outline of the teacher appointment system of both primary and high schools.In the aspect of theory, this thesis attempts to discuss the teacher appointment system from three levels. Firstly, the teacher appointment system should fusion with a society reform. The teacher appointment system to make is a society reform irresistible general trend, social reform also for promoted the teacher appointment system to make to provide a realistic condition. Secondly, the purpose and contents of the teacher appointment system require basing on theory of system, management of education and theory of incentive. The purpose and contents of the teacher appointment system contain the thought that the person management originally. It is the path and guarantee that the teacher appointment system blends mutually with the thought of person management originally to comprehend and annotate the content of appointment with accuracy, to use encourage theories fittingly, to make synthesizing use of advantages among the thought education method,administrative metrology,economic method and the law method, to establish and perfect with the law system of its kit. Thirdly, look at both sides at the time of carrying out a teacher to appoint to make teacher of mental contract, make the teacher appoint the humanities management of the reasonableness of the contract management and mental state contract to blend mutually, thus attain a teacher to develop with school together.In the aspect of practice, there are many problems, which are spreading and widely existing. Such as the employment contract, the standard of evaluation and employment, the allotment of wages, employment management procedures the rehabilitation processing and the default contract processing and so on. I find out the above-mentioned problems by the analysis and investigate to a school about the appointment process, method, success and failure experience and lesson.It is a system engineering to put the teacher appointment system into effect. To set up a circulate system of all-directions and multipliers of the teacher appointment system, will validly guide the implement of the teacher appointment system in our country. This system includes the market to regulate system,the motive system of teachers,the check and supervision system that the motive system of a teacher to work manage and development system by one' own. We can adopt these measures, such as making the appointment contract normal, building up sound correspond laws, practicing a system of an educational talented person to act for, building up organizations to appoint and report etc.to ensure the teacher appointment system's normal operation.
