Under the new situation of making reforms on new curriculum and education, the career development of the teachers in primary and middle school attracts more attention, the teachers'professional burnout becomes the key topic in academic circles as well. In order to find out permanent solutions to the problem of teachers'professional burnout, the author makes some analyses, and researches about this social phenomenon from the aspect of human resources'management and development, basing on the experiences of working in the field of educational administrative management.Taking Jingzhou as the sample, this passage makes a survey on the teachers'working pressure and career development. The information from this survey supplies some reliable datas for analyzing the causes of the teachers'professional burnout. This passage uses the theory of human resources'management and development, trying to find out the best and permanent solutions to the teachers'burnout from the following 4 aspects: effective law-guarantee system, teaching-support system, working-condition system, personnel-management system. This passage offers some useful ways to guarantee teacher to carry out their teachings effectively, to encourage teachers to make achievements, to stimulate teachers to further their careers. These ways play an important part in solving the teachers'burnout, in stimulating the healthy development of education. This passage suggests these mentioned measures, controlled by rules and regulations, should serve for the development of teachers to make sure they are effective.
