The theory"Learning society"was set forth, at the beginning, by American educator, educational philosopher, Robert Maynard Hutchins. Since then the theory,"Learning Society"has been, by many organizations and educators home and abroad, defined and discussed at different aspect, which has been to a mature stage. In the building of Learning Society Theory and the practice, great achievements have been made in many developed countries, especially in the research of roles of higher universities and colleges act in the building of Learning Society. As we know, in the USA, England, Japan, South Korea and other developed countries, universities and colleges have played a big role, and taken some specific measures, for the most part, to push the Learning Society ahead, which have provided us with same good examples. Therefore, what should our universities and colleges do, in the building of Learning Society, to shoulder the leading role according to the concrete situation of our country, as well as to give full play to the conventional superiority of universities and colleges, and these are subject matter which my treatise discusses.Learning Society is the outcome of knowledge-based economy. In this era,knowledge renews rapidly. Everything develops with amazing speed, people bear pressures and challenges that they never have before. These pressures and challenges make them seek better quality training resources outside of institutions to enrich themselves, seek further study in higher institutions to promote their own competitive abilities. All these set a higher request for the universities and colleges of learning society. In the course of building of Learning Society, universities and colleges should put the accent on traditional function at the time set up the ideals of human-oriented, full development, education justice and lifelong education, display their own leading functions in diffusing and inheriting culture and knowledge, innovating the theory of science and technology, furthering the development of economy and society, promoting the international cooperation.In the building of Learning Society, universities and colleges must possess their own characteristics and the superiorities, make their own potential excavation, fix their own position, and undertake their essential responsibilities. In the meanwhile, they should, by means of media carriers, take serving lifelong learning as their aim, adopt various patterns and management systems to satisfy the demand of further education, the lifelong education for all. Only thus can they cultivate talents of different types and levels for Learning Society.
