In the course of industrialization in China due to the economic development gap between urban and rural areas, unbalanced region distribution of educational resources and distempered ness of rural junior secondary education system, the dropout phenomena of western region rural children because of poverty and voluntary has become a prominent problem faced by junior high school education. The government of Shaanxi province, located in Northwest part in China, has to tackle with the same school dropout problem, too.In theory, rural junior secondary education as the quasi-public utility and one part of basic education should be supported by government and farmers joint. The central government and local authority have the responsibility and duty to encourage rural families to send their children to junior schools. In this paper, We will analyze the possible underlying causes, and try to find the solutions to eliminate such phenomenon.Based on Chinese rural junior students' dropout behavior in Shaanxi Province examined, first of all detailed study on the status and characteristics of rural junior high school students in Shaanxi, establish the rural family junior secondary education investment model based on the theory of family education investment, systematic analysis various dropout reasons of Shaanxi rural junior secondary school students considering Shaanxi rural regionally characteristics. Specifically, ascribe dropout reasons of rural junior secondary school students to five factors: students, families, schools, government policy and other aspects. Then, based on 727 investigating samples from three rural regions in Shannxi province and 303 examples from Henan province, further researched comparatively important level to dropout of Shaanxi rural junior secondary school by quantitative case study.Indicated by the quantitative case study, the more important causes among those factors of dropout of Shaanxi rural junior secondary students are family income and parental educational concepts, the education quality of school and the Government's education policy, after the policy of "two exempt and one subsidy" has been carried into execution. Finally, offered a number of institutional innovation and policy reform proposals based on quantitative case analysis conclusions of the reasons of the dropout in Shannxi rural junior secondary schools.
