Textbook plays an important role in education and teaching. It is the primary tool to achieve the educational purpose. We should do have powerful textbook system to assure the achievement of the function of the textbook .But the condition which emerges in practice indicates that the construction of the textbook system in our country is not reasonable .We should study the current condition of the textbook system construction, try to build perfect ,self-contained, logical textbook administration system in primary and secondary schools .These are the necessary and urgent measures we should take to correct and change the disorderly phase in textbook publication .The thesis collects a lot of literatures about the textbook system in China and developed countries. First, the thesis make clear of relating links, the history of development, the problems China are facing about the textbook system in China. Second, the thesis compares relating links, management, the history of development etc between China and developed countries. Third, the thesis also provides suggestions to the construction of the textbook system in China.I To build supportive system for textbook systemThe building of supportive system includes the unifying of the thoughts, the assurance of the funds, the training of the human resources , the construction of the infrastructure, the foundation of the information bank as well as the relating system etc.II To make clear the macroscopically systemPowerful administrative means is necessary in the Mainland textbook system .Meanwhile , we should strengthen the use of kinds of laws and economic means to fit the socialist market economy's law of development .We should also pay attention to distribution of the right and responsibility while using administrative and economic means .Decentralization includes not only the decentralization of the central and local government but also the decentralization of the government and the schools , the enterprise and the social organizations , in al l , it is the decentralization of the school body ,the investment body and the administration body ,it is also the separation of the functions of government from those of institutions , the sharing of the burden,the balance of the rights , the sharing of the benefits, it is the decentralization which is built on the basis of the unifying of the rights and responsibilities.III To fulfill the content of the systemWe should fulfill the contents of the textbook system in Mainland. 1. Control the physical properties of textbook.2. Consider the publication and issue rights of the current textbook system. 3. Avoid textbook corruption during the selecting process. 4.Choose the right person.â…£To achieve the objectives in two stages, and reform partlyApart from those three aspects , the reform of the textbook system can't be accomplished in an action , we should achieve the objectives in two stages , and reform partly .The administration of the textbook system in the east can learn more from Hong Kong , to adopt economic means and build open textbook system .Places like Northeast , Northwest and Southwest which are poor and laggard should assure the provision of high quality textbooks with the help of the government and gradually open the textbook system after the improvement of the infrastructure and the development of the publication enterprise .
