In the 21st century, a problem attracts the attention of the education circle all over the world in the course of curriculum reform; that is, without good teacher culture or the improvement of teachers'quality, any education reform cannot be effectively carried out. In China, a new run of curriculum reform is being deepened gradually. However, it depends, to a certain degree, on the teachers'quality whether the reform can be successful or not. As a result, it is the focus of school management to manage teachers. The teacher management system, as the carrier of the management of teachers, is not only the means to achieve the target of school management but also the space for teachers to realize their specific development. It is the base and hope for schools to have a sound and perfect teacher management system that conforms to the development of the time and education. However, as education development levels, school backgrounds and teachers'quality are not the same in different areas, requirements are set differently for teacher management.In this thesis, Zhanjiang No.22Middle School of Guangdong province is taken as a case for study to analyze the current situation of the formulation of school management system, with qualitative research methods and interview, observation and material analysis adopted in the research. In the study, except for the achievements in the building of teacher management system, the main existing problems are also pointed out, which are the lack of the teachers'democratic participation in the formulation of the system, imperfect award and punishment system, weak enforcement of certain systems, lack of humanity in the system enforcement, regarding systems as the goal of management itself and ignorance of the realistic requirements for the enforcement of certain systems and etc. With revealing the above problems, the causes for them are being discussed and analyzed. The problems are due to ignorance of the teachers'development in value orientation of the management system, failure in the implementation of the teacher appointment system, lack of school target management, weak enforcement ability of middle-level administrators, lack of the function of teacher representative committee and school culture and etc. In the end, a few suggestions are put forward in order to further improve the building of teacher management system, such as cultivating human-oriented educational conception to place importance on teachers'development, strengthening management target to promote the effect of teacher management, implementing many-faceted incentive measures to meet teachers'needs, improving teacher participation management mechanism and strengthening the building of school culture. This study is aim to serve as theoretical and practical reference for school leaders to strengthen the building of teacher management system, to promote teachers'individual development, to improve school management and to realize sound school development. It also expands thoughts on the building of teacher management system for administrators from other schools.
