At the turn of the century, the curriculum reform of the basic education has never been regarded to be the most important one before all over the world. In recent years, many countries , especially developed countries, which reflect their educational disadvantage and the development of education, put forward the new goals and requirements. Through the reform of the basic education, they carry it out in order to modulate the goal of developing person with ability, alter the model of developing person with ability, heighten the quality of developing person with ability. At the beginning of the 21st century, the eighth curriculum reform of the basic education is carried out in China, This reform brings a historical shift of concentration on from based-on knowledge and subjects to the development of each student in the curriculum of the primary and secondary school. Under this situation, a policy that the curriculum is managed by the nation, district and school is constituted, which provides a guarantee that the school can pursue the School-Based Curriculum Development (SBCD).The school is permitted to develop the curriculum, which alters the status that the whole school is occupied by national curriculum. The advantages of SBCD are to consider the diversity of different district, to improve the adaptability of curriculums as well as to satisfy the requirements of diverse districts, school and students. However in this context, SBCD has brought about challenges to the theory and practice of our education. Since some problems of the theory are in discussion in the early stages of the SBCD research in our country, it is urgently necessary to realize the present status for the practitioners.This paper studies the high school SBCD from practical aspect integrating the school-based curriculum--"How To Survive" in ShenZhen Bao An Middle School. The development of SBCD can be tested and extended from theoretical and practical aspects. On the base of previous work, we put forward an integrated and operable instruct system with the purpose that impregnates the new content into research and practice and offers theoretical direction and reference of teaching for the SBCD.
