The policy on the exemption of normal university students' tuition fee is bringing many hot discussions. Many researchers subjectively review this policy based on their own held theories and experiences. Differently, this paper will see this policy via normal university students' eyes, understanding the intended meaning for them to make this choice and revealing their innermost thoughts and feelings about this policy.The paper is a research based on a case, evolving five normal university students in the exemption of tuition fee from Physical Education Department of Beijing Normal University in conversations. By interviewing, the paper tries to reveal the students' minds and thoughts.The followings are conclusions: normal university students in the exemption of tuition fee are both instrument rationality and value rationality facing their choice. Material satisfaction is indispensable for them, but it's absolutely never the topmost. On the contrary, the need of spirit and feelings is frequently overwhelming the material pursue. Their choices are also made in the risk of trust. They are longing for the maximum of the interests of material and value.In the deal full of risk, they gradually accept their identities, and realize a transfer from anxiety to calm, and from relying on the government to their own perfection.Finally, a few of problems are attracting me, such as, whether can the policy encourage excellent talents to meet the long-life engagement in education career? Whether is the policy more than a welfare project? Also, the stability and implement of the policy is a dubious problem.
