In the socialist market economy, the consolidation of universities is an effective path of optimizing the educational resources, expanding the educational scope, increasing the educational strength and benefits, improving the core competitive power of university. Though great achievements have been made during these years, there are still exist some problems. Most consolidations do not show synergy. Some even affect the normal development of every aspect in the consolidation and then harm the foundation of main university. Among many reasons, the poor conformity of human resources is the major one. In order to optimizing the structure and layout of regional higher education, allocating the limited higher education resources reasonably and improving the economy and quality of education, it is necessary to strengthen the study on the conformity of human resources in universities, especially on those that are in deep conformity.The conformity of human resources in Changsha University of Science & Technology (CSUST) is studied generally and systematically in this thesis by combining the theory and practice study. Focuses are concentrated on the organization conflict, salary conflict, talents detainment, distributary of unwanted personals, psychological unbalance of staff, campus culture conflict etc. A systematic conformity scheme of human resources is put forward. In concrete the conformity scheme of human resources in CSUST. and related subsystems are designed, specifically the organization recombination subsystem, the talents detainment subsystem, the salary conformity subsystem, the psychological integration subsystem, redundant employees redirection subsystem and campus culture subsystem. This scheme can provide reference and lessons for the conformity of human resources in CSUST and other universities.This thesis comprises of six chapters. Chapter one is the introduction in which the scope, objectives and arguments of study and the current situation of human resources study in higher education around home and abroad are presented. The foundation of human resource management theory is presented in Chapter two with focus on human resource management theory and application apocalypse. In chapter three the current situation of human resource management in CSUST is analyzed with the purpose of putting out problems, finding solutions and providing bases for the design scheme. The design of the human resource conformity scheme in CSUST is presented in Chapter four in detail. The implementation of the scheme and suggestions are stated in Chapter five. Chapter six presents summaries.
